Proposed ELA Community Standards District

The proposed CSD update will clarify and introduce new regulations and standards for commercial development, such as new architectural, sign, landscaping and clarifying parking requirements. The update will amend the existing CSD regulations and associated map to reflect the East Los Angeles 3rd Street Specific Plan (Specific Plan) project. The Specific Plan will set forth standards and regulations for future development within the Specific Plan area only. Proposed CSD regulations will apply outside of the Specific Plan area. The proposed CSD regulations, environmental assessment and associated map are below.

Current ELA Community Standards District

The East Los Angeles CSD was adopted by the Los Angeles County Board of Supervisors on May 29, 1988 and subsequent updates were made as shown in the table below. The current CSD regulations and associated map can be accessed below.

East Los Angeles Community Plan

The East Los Angeles Community Plan (Plan) was adopted by the Los Angeles County Board of Supervisors on June 23, 1988 and subsequent amendments were made to the Land Use Map on July 25, 2000, July 23, 2002 and January 25, 2011. The Plan sets forth specific policies to guide future development. The Plan and associated Land Use Map links are below. No changes to the East Los Angeles Community Plan will be proposed as part of the CSD update. The Community Plan will continue to be applicable to all the parcels outside the East Los Angeles 3rd Street Specific Plan.

A public hearing before the Regional Planning Commission was held on July 23, 2014 with a continuance to August 6, 2014. Two public hearings are scheduled to consider the adoption of the CSD Update and associated environmental assessment. A continuance public hearing will be conducted by the Regional Planning Commission on August 6, 2014. A second public hearing will take place before the Board of Supervisors on September 23, 2014 (Tentative). Please see below for documents associated with each public hearing.
