Overview
The Hacienda Heights Community Plan (the Plan) is a comprehensive, long-range plan to guide development in Hacienda Heights. The Plan was created through an award-winning participatory process and seeks to achieve the shared vision and future desired by Hacienda Heights residents through goals, policies, a land use map, and implementation actions that will guide future development. The Plan was adopted in May 2011 and replaced the previously adopted 1978 Hacienda Heights Community General Plan.
Adopted Community Plan
The Hacienda Heights Community Plan was adopted by the Los Angeles County Board of Supervisors on May 24, 2011. The adopted Community Plan and associated zone change ordinance and environmental assessment are below.

The adopted Community Plan and associated zone changes took effect on June 23, 2011. The Implementation Memo includes information on the Plan’s applicability and implementation.
The first annual Progress Report is now available. The report includes background information on the Plan; an overview of the approach to implementation; a summary of planning activity; information on the adopted Bicycle Master Plan, which is an implementation milestone in HH; and, next steps for implementation, including short-term priorities to be undertaken within the next few years.

Public Hearings
Two public hearings of the Los Angeles County Board of Supervisors in 2011 and two public hearings of the Los Angeles County Regional Planning Commission in 2010 considered the draft Plan and associated documents prior to adoption. Regional Planning Commission Public Hearings
Plan Development Process
Prior to finalizing the Draft Plan, planners presented the contents of the plan and associated technical reports to community members and other stakeholders, as they were being developed, to ensure an open and transparent process. Early Plan components, drafts, and technical reports were revised and replaced with the Draft Plan found in the Regional Planning Commission package above.
