Groundtruthing
What is Groundtruthing?
Groundtruthing involves surveying and documenting potential environmental hazards in a community through collaboration with community members and organizations. As part of the Green Zones Program, the Department of Regional Planning (DRP) conducted a series of seven groundtruthing events in the Green Zones pilot communities of East Los Angeles and Florence-Firestone/Walnut Park. DRP partnered with two environmental justice community-based organizations in developing and implementing the project: East Yard Communities for Environmental Justice (EYCEJ) in East Los Angeles, and Communities for a Better Environment (CBE) in Florence-Firestone/Walnut Park. This effort was funded through a grant awarded by the California Strategic Growth Council.
Groundtruthing Events
The Department of Regional Planning held groundtruthing events in East Los Angeles and Florence-Firestone/Walnut Park in February and March 2018. After the completion of these events, the groundtruthing observations were compiled, digitized, and analyzed so that they can be used to inform the development of the Green Zones Program.

Groundtruthing Report-Back Meeting
The Department of Regional Planning (DRP) held a Groundtruthing Report-Back Meeting on August 11, 2018 that brought together EYCEJ, CBE, groundtruthing participants, and residents from East Los Angeles and Florence-Firestone/Walnut Park. At the meeting, EYCEJ and CBE shared the groundtruthing findings with the attendees, and DRP provided an overview of Green Zones Program components that are currently in development, including an Environmental Justice Screening Tool and a future draft zoning code ordinance. In addition, DRP held a small group discussion session where attendees were able to provide input on the development of the Green Zones Program and a future ordinance. Representatives from other State and local environmental regulatory agencies also attended the meeting to provide agency information and answer attendees’ questions.
